I preferred "Value City campus", back when the classrooms shared the strip mall with the food stamp office, the wig store, and Kash n Karry.

any retail or bars in a concentrated area don't have to be upper class, just maybe a little bit more hip. a lot of the nightlife here consists of sports bars in strip malls.
More hip would be Downtown, Uptown, and Warehouse District. Other than that, most of Toledo's nightlife actually is concentrated in neighborhood dive bars and nightclubs (some are pretty cool like the legendary Frankie's in East Toledo or Vamps in the Five Points). The sports bars are more in annex areas or the suburbs. There are a lot of good, gritty-as-hell music venues located in central city neighborhoods. Your average suburbanite in Toledo is afraid to drink at these places...

I think the scariest bar I ever spent time in was in North Toledo near the old Cheerios (I think) plant.
